HAAD vs DHA vs MOH UAE: Which Exam Should Nurses Take? 2026 Guide

This guide is a companion to our Middle East Healthcare Licensing: The Complete Guide for International Health Professionals. The UAE has three separate health regulatory authorities — and three separate nursing licenses. Many Filipino nurses apply for the wrong one because their recruitment agency gave them incomplete information.

The UAE Has Three Health Authorities Not One

Unlike the Philippines (single PRC license nationwide), the UAE divides health regulation by Emirate. Each authority issues its own license and practice rights do not cross over automatically.

DOH (HAAD) Abu Dhabi: Who Needs This License?

Apply for DOH if your job offer is from SEHA hospitals (Sheikh Khalifa Medical City, Tawam Hospital, Al Ain Hospital), Cleveland Clinic Abu Dhabi, or any private hospital or clinic in Abu Dhabi city or Al Ain.

The DOH exam is via Pearsonvue. All applicants must complete Dataflow primary source verification and submit through the DOH Sheryan portal. View NEAC's DOH/HAAD Exam Application Service →

DHA Dubai: Who Needs This License?

Apply for DHA if your job offer is from American Hospital Dubai, Mediclinic Middle East, Aster Hospitals Dubai, NMC Healthcare Dubai, or any private clinic or hospital licensed under DHA.

DHA is one of the most competitive UAE licenses due to Dubai's high demand for English-speaking international nurses. View NEAC's DHA Dubai Exam Application Service →

MOH: Who Needs This License?

MOH (Ministry of Health and Prevention) regulates healthcare in five Emirates: Sharjah, Ajman, Fujairah, Ras Al Khaimah, and Umm Al Quwain. MOH is often the most accessible UAE license for first-time applicants. View NEAC's MOH UAE Exam Application Service →

For the broader Gulf, also review NEAC's SCFHS Saudi Arabia exam and MOPH Qatar exam services — both follow a similar Dataflow + Prometric pathway.

What Is Dataflow and Why Is It Required for All Three?

Dataflow primary source verification is mandated by DOH, DHA, and MOH before any UAE healthcare license is issued. It contacts your nursing school and the PRC directly to verify your degree, transcript, board license, and employment history. The process takes 4 to 8 weeks. A completed Dataflow report can be reused when applying to a second UAE authority.

Which UAE Exam Should Filipino Nurses Take First?

Apply for the license matching your confirmed job offer. Without a job offer:

MOH first  5 Emirates, shortest processing time (2–4 months)

DHA if targeting Dubai specifically most private sector opportunities

DOH if connected to SEHA or Abu Dhabi government healthcare

Can You Hold More Than One UAE License?

Yes. Many Filipino nurses hold both a DHA and DOH license. A completed Dataflow report can often be reused for the second license application. Also consider NEAC's OMSB Oman exam service for broader GCC placement.

Frequently Asked Questions

Q: What is the difference between HAAD, DHA, and MOH in UAE?

A: HAAD (now DOH) licenses healthcare workers in Abu Dhabi. DHA licenses in Dubai. MOH licenses in Sharjah, Ajman, Fujairah, RAK, and UAQ. Each is a separate license with no automatic cross-emirate authorization.

Q: Can a DHA license be used in Abu Dhabi?

A: No. A DHA license only authorizes nursing practice in Dubai. A separate DOH license is required for Abu Dhabi.

Q: What is Dataflow and is it required for all UAE nursing exams?

A: Dataflow primary source verification is required by DOH, DHA, and MOH before any UAE nursing license is issued. NEAC manages the complete Dataflow application as part of its Middle East exam service.
