STEP 1: Pre-Endorsement or Credential Evaluation Phase

  • The candidate will apply for school credentials and license validation requests. It will also declare the originating state of the candidates during this application process. The Commission on Graduates of Foreign Nursing Schools, Inc. or CGFNS will evaluate their credentials if they have met the education requirements in the US. It also includes a statement about the foreign nurse's education being comparable to US standards.

STEP 2: Endorsement Application Phase

  • It is the method of licensure for registered nurses who have previously been licensed in another state in the US, as well as some Canadian registered nurse licensees, who wish to transfer to another state. The average wait time for a New York RN license by endorsement ranges from 6 to 8 weeks after all documentation is received. But the process can take longer, due to seasonal fluctuations and an increasing number of license applications every year.

A candidate must have a valid and active RN license from another state, US territory, or Canada, have finished an educational program that meets all California standards, and have passed the National Council Licensure Examination, or NCLEX, to be eligible for endorsement as an RN in California.

The California Board of Registered Nursing sites a ten to twelve-week average turnaround for permanent nursing licenses, or eight to ten weeks for temporary licenses, once all documentation is received.

Once the application is considered complete (all documentation required has been received) and the candidate's application for licensure has been approved, they should receive their license in the mail within ten working days. Note: Licensure by Endorsement can be found in the regulations.

According to the Hawaii Board of Nursing, the application processing time is generally fifteen to twenty business days from receipt of a completed application.

After the Maryland Board of Nursing has received all required documentation and fees, they will normally issue a nursing license in three to four weeks.

Applications are processed in one to two weeks. If candate's application is complete and meets the criteria for issuance of a license /certificate. In that case, the Board can generally issue their temporary license/certificate within one week of receipt of their application.

When moving (changing primary state of legal residence) to a new NLC state, it is the nurse’s responsibility to apply for licensure by endorsement. This should be completed upon moving, and the nurse should not delay.

Applications are processed as quickly as possible, but timeframes vary based on the number of applications received and on the length of time it takes to receive all necessary documentation.
