But the registration pathway changed significantly in December 2023, and many guides still describe the old system. When did New Zealand start using the NCLEX for nurse registration?

New Zealand does not use the NCLEX (National Council Licensure Examination) as its standard registration exam. Instead, the Nursing Council of New Zealand (NCNZ) transitioned to a new competency-based assessment model starting December 4, 2023. 

Current Assessment Model

Rather than the NCLEX, internationally qualified nurses (IQNs) who applied after the December 2023 cutoff must complete a specific two-part assessment:

• Theoretical Examination: A computer-based multiple-choice exam administered via Pearson Vue that focuses on medication safety and nursing knowledge specific to the New Zealand scope of practice.

• OSCE (Objective Structured Clinical Examination): A practical, hands-on clinical examination taken in New Zealand to demonstrate safe clinical skills

The New Two-Part Competence Assessment

Part 1: IQN Theoretical Examination (CBT)

The IQN Theoretical Examination is a computer-based multiple-choice test delivered through Pearson VUE. It covers medication safety and nursing knowledge specific to the New Zealand scope of practice. You can sit this exam at an accredited Pearson VUE test centre outside New Zealand including the Manila or Cebu test centres so you don't need to travel to NZ for this part. Three attempts are allowed.You will have six (6) months from the date of the invitation email to successfully finish the examination.

Part 2: Clinical Competence Assessment 

If you pass the IQN Exam (which consists of 2 parts), expect to hear from the Council regarding your final result within six weeks. You will receive an email inviting you to enroll in the clinical competence assessment, which includes an orientation course and the OSCE.

OSCE (Objective Structured Clinical Examination)

The OSCE must be taken in person in New Zealand, at the Nurse Maude Simulation and Assessment Centre in Christchurch. Budget for:

• A New Zealand Visitor Visa to travel for the examination
• Return airfare to Christchurch from the Philippines
• Accommodation for the duration of your stay
• The OSCE fee itself (separate from the theory exam fee of approximately NZD 140)
• A mandatory two-day orientation and preparation course in Christchurch through the University of Canterbury, held immediately before the OSCE

The OSCE consists of 10 stations, each 12 minutes long (2 min to read instructions, 8 min to perform, 2 min to move to the next station). It tests clinical skills, professional communication, and clinical reasoning in scenario-based format. Three attempts are allowed. Most candidates find the two-day preparation course genuinely helpful; the format is unfamiliar if you've only experienced written exams.

The Full NCNZ Pathway: Step by Step

1. TruMerit (CGFNS) credential verification submit educational and licensure documents through the CVS-NCNZ service; TruMerit confirms your qualifications meet NZ standards and sends the report directly to NCNZ
2. Minimum practice hours demonstrate at least 1,800 hours of recent clinical nursing practice before applying
3. English language requirement For the OET, you must achieve a minimum score of 350 (Grade B) in Reading, Listening, and Speaking, and at least 300 (Grade C+) in Writing. For the IELTS Academic, you must achieve a minimum score of 7.0 in Reading,   Listening, and Speaking, and at least 6.5 in Writing.
4. Welcome to Aotearoa New Zealand online programme two free online courses on   culturally safe nursing practice and Te Tiriti o Waitangi; required before registration is granted
5. NCNZ application submission assessed against NCNZ's seven registration standards; NCNZ then directs you to the competence assessment
6. IQN Theoretical Examination sit the CBT at Pearson VUE; can be completed from the Philippines
7. OSCE in Christchurch  travel to New Zealand on a Visitor Visa; complete the two-day orientation and preparation course, then sit the OSCE
8. Registration and APC once all requirements are met, NCNZ grants registration and issues your Annual Practising Certificate (APC); the APC must be renewed every year, tied to your birthdate
   

A typical timeline from first application to registration is approximately 5 to 7 months for a well-prepared candidate whose documents arrive promptly. The credential verification phase is the most common source of delays.

The Annual Practising Certificate (APC): What to Know

An Annual Practising Certificate (APC) is the document issued by the Nursing Council of New Zealand that authorizes a registered nurse to legally practice in New Zealand. It must be renewed each year. Renewal requires proof of active practice hours and continuing competence.

Public-sector nurses are paid under the NZNO/Health NZ Multi-Employer Collective Agreement (MECA) a nationally set step-based salary scale. Every covered employer pays the same salary at the same step, so there's no negotiation variance.

Prior overseas nursing experience is taken into account when determining step placement; a nurse with 6 years of experience in Dubai would typically not start at Step 1. Night duty attracts a meaningful uplift, weekends attract time-and-a-half, and public holidays attract double time. These can add NZD 5,000–15,000+ to annual earnings. Income tax applies in New Zealand. KiwiSaver (NZ's retirement savings scheme) is voluntary, unlike Australia's 11% mandatory superannuation.

The Green List: New Zealand's Direct Residency Pathway

Registered nurses are on the NZ Green List Tier 1 (Straight to Residence) the highest immigration tier. This means you can apply directly for New Zealand permanent residency with a qualifying job offer, without needing to hold a work visa first for any mandatory waiting period.

To compare: in Australia, most nurses go through a temporary skilled-worker visa before permanent residency. In the US, EB-3 adds 12–24+ months after NCLEX. In the UK, indefinite leave to remain is available after 5 years. New Zealand's Green List Tier 1 is the most direct permanent residency pathway of the five major nursing destinations.
