Starting Jan 2, 2024, a new NLC rule will be in effect. Nurses relocating to another compact state have 60 days from the time they move to apply for a new license by endorsement in a new primary state of residence.

The new rule (effective beginning January 2, 2024) reads:
402 (2) A multistate licensee who changes primary state of residence to another party state shall apply for a multistate license in the new party state within 60 days.

          Individual Taxpayer Identification Numbers (ITIN)
In accordance with HB 454, as of October 1, 2023, individuals with an individual tax identification number (ITIN) may file an online application for licensure or certification with the Maryland Board of Nursing. The applicant need only login to the Board’s online application portal and complete the appropriate application, entering the ITIN in the field where the SSN is requested. The licensing system will distinguish the ITIN from a SSN. For registered nurse and licensed practical nurse applicants with an ITIN, a “Maryland Only” license will be issued once it has been determined that all licensure requirements have been met.

Applicants who do not hold an SSN or ITIN and are applying with alternative documentation as permitted by the Department of Health and Human Services under section 466(A)(13) of the Social Security Act, (the “Act”) must complete and submit a paper application along with appropriate documentation as permitted by the Act. The applicant should contact the appropriate Board of Nursing unit from the list below for additional application instructions.

          For someone to use a protected health-care title and designation, they must receive a permit to be a registrant with the corresponding regulatory college. The College of Registered Nurses of Alberta (CRNA) oversees registered nurses, certified graduate nurses, nurse practitioners, graduate nurses and graduate nurse practitioners. The CRNA requires these nurses to renew their permits annually to ensure they provide care competently, ethically and safely.
    
          Registrants complete their renewal through an online portal that allows access to their application any time, anywhere, and on any device. The application generally takes about an hour, and they must meet all of the requirements to receive a permit for the following year. The automated system will approve permits within 48 hours, and a staff member will review any applications flagged by the system. This consistent method creates a predictable pathway for applicants.
          
          If a permit is denied or lapses due to non-renewal, the individual can no longer work under a protected title or designation in Alberta. The CRNA will inform employers of the lapsed statuses. The register, with details about who is eligible to practice, available to the public to search anytime.

      The mission of the Office of Professional Licensure and Certification is to create a regulatory environment that is protective of the public and favorable to workforce opportunities.  OPLC’s FY23-25 Strategic Plan .pdf Icon prioritizes licensure portability as a key agency initiative. To that end, many professions offer streamlined pathways to licensure in New Hampshire for individuals who are licensed in another jurisdiction.  New Hampshire is also a member of several interstate compacts designed to facilitate licensure of qualified individuals from other jurisdictions.

      Additionally, on June 28, 2023, Governor Christopher T. Sununu signed House Bill 594.  Under HB 594, the Office “shall issue licenses to professionals who present evidence of an active license in good standing from another jurisdiction . . . provided that the jurisdiction’s licensing requirements are substantially similar to New Hampshire’s license requirements.”  Qualified individuals seeking licensure in New Hampshire through endorsement—also known as reciprocity—will no longer need to submit transcripts, examination results, evidence of experience, letters of reference, and other documentation typically required to obtain a license.
      
      HB 594 goes into effect on August 27, 2023.  The bill requires the Office to adopt administrative rules to implement the bill.  The Office intends to file interim rules shortly after the bill becomes effective.  The Office expects finalizing interim rules by the end of calendar year, 2023.

            CHICAGO – Gov. Daniel J. McKee signed the NLC into law on June 24, 2023, making Rhode Island the 41st jurisdiction to enact the NLC. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both their home territory/state and other NLC states. 
     
            Sen. Joshua Miller, one of the NLC bill sponsors remarked, “Our state is grappling with a severe shortage of nurses. Returning to the compact is a way we can make it easier and more appealing for nurses to come here for a job, making it easier for our hospitals and health facilities to fill their staffing needs. Rejoining the compact is good for our public health and safety.” 
            
            Licensure requirements are aligned in NLC states, so all nurses applying for a multistate license are required to meet those same standards, including submission to a federal and state fingerprint-based criminal background check.
             
            Although the NLC has been enacted in Rhode Island, an implementation process must be completed before its residents will be able to apply for a multistate license, and before nurses in other NLC states who hold a multistate license will be able to practice there. The implementation date has not been set.
             
            With the multistate license, nurses are able to provide telehealth nursing services to patients located in NLC states without having to obtain additional licenses. A multistate license facilitates cross-border practice for many types of nurses who routinely practice with patients in other states, including primary care nurses, case managers, transport nurses, school and hospice nurses and many others. Further, military spouses who experience moves every few years also benefit greatly from the multistate license.

            As of June 28, 2023, NNAS’s new expedited credentialing service is open to Internationally Educated Nurses (IENs) applying to the following regulatory bodies: the Nurses Association of New Brunswick, the College of Registered Nurses and Midwives of Prince Edward Island (PEI), the College of Registered Nurses of Saskatchewan, and the College of Licensed Practical Nurses of Manitoba. With this new service, NNAS Advisory Reports will be released within 5 business days of all documents being received.
    
            NNAS is pleased to offer a reduced fee of $750 CDN for a single RN and LPN application within the Expedited Service. You can also select any nursing regulatory body participating in the Expedited Service at no additional cost.
            
            NNAS recognizes the valuable education and skills IENs bring to Canada’s healthcare system. The improvements introduced by this new service are designed to support IENs and the work of regulators to make the application process faster, simpler, and safe.             Impact On Strengthening The SystemL Registration Statistic
            On April 4, 2023, the College of Registered Nurses of Alberta (CRNA) announced a new equitable process to remove many of the barriers that previously existed for internationally educated nurses (IENs). The new process is faster as well as more affordable, predictable, transparent and fair.
            
            While the registration requirements have not changed, applicants now have more options for demonstrating how they meet these requirements.
            
            There has been great interest in this announcement, so the CRNA will be publishing weekly statistics to demonstrate the impact of the changes.

            *There are a few application types available to apply for a permit in Alberta. The application type for RNs educated outside of Canada, who have never been registered in Canada, is called substantial equivalence. As a reference point, in the preceding four permit years (October 2018 to September 2022), we received 582 applications from individuals via the substantial equivalence application.
            
            The CRNA is still working on improvements to remove barriers for nurses to provide health care to Albertans and will make more announcements as they are implemented.

            News/Title: CNO Develops Expedited Registration Process for Nurses Registered in Another Canadian Jurisdiction
            The College of Nurses of Ontario (CNO) protects the public through the promotion of safe nursing practice. This includes the registration of nurses with the knowledge, skill and judgment to practice safely in Ontario.  
            
            “Starting July 4, 2023, CNO will implement a new process that will make it easier and faster for nurses who are registered in another Canadian province or territory to work in Ontario,” said Carol Timmings, CNO Chief Quality Officer and Deputy Registrar.  “These expedited processes will enable CNO to register nurses within days, while still ensuring that they meet the standards and expectations for nursing practice in Ontario.”
            
            The new process will involve changes to two existing requirements that pose the most significant barriers to timely registration for applicants who are currently registered in another Canadian jurisdiction: the needs to demonstrate recent practice and good standing in the nurses' Canadian jurisdiction.
            
            Currently, to register as a nurse in Ontario, applicants need to prove they have practiced nursing in the last three years. This is called evidence of practice. If they worked as a nurse outside of Ontario, they also need to show that they have a valid certificate of registration from the nursing regulatory body in that jurisdiction.
            
            The expedited process simplifies the application process for applicants who are already registered in another Canadian jurisdiction. Applicants can choose to sign a declaration of good standing and request a verification of registration from their current regulator. Additionally, CNO will contact the employer directly to verify work information instead of waiting for the employer to do so.
            
            This change is expected to benefit both nurses and employers, as it will expedite the registration process of labour mobility applicants from across Canada and help build health human resource capacity in some areas of Ontario.

            Today, the supervised practice program is launching to support individuals aspiring to become registered nurses (RNs) in Alberta. Individuals who meet all the registration requirements except for currency of practice (practice hours) can participate.
    
            Participants in the program will receive an RN permit restricted to being under supervision for 150 hours. Once they complete the program and receive successful preceptor sign-off, the College of Registered Nurses of Alberta (CRNA) will remove the restriction, and the nurse can work anywhere in Alberta.
            
            By offering this program as an option, the CRNA is making it easier and more affordable for applicants to gain currency of practice when this is the only barrier remaining in their application. There are individuals who meet all the requirements except for currency of practice. Many are licensed practical nurses or health care aides already working in Alberta. The program intends to support getting these competent RNs into the workforce quickly.
            
            Alberta Health Services (AHS) is proceeding as an employer partner in the program and will provide preceptors to supervise the participants. The program is open to all application types, including nurses transferring from another jurisdiction or returning to practice. Individuals are eligible if they have practised as an RN within ten years before their application date.

        Approximately two years ago the College initiated an independent, internal review of the processes used to license national and international nurses. The purpose of this review was to analyze regulations and operational policies; to identify where we could eliminate duplications, remove redundancies, and uncover areas where a more structured and streamlined approach could be developed. The results of this review, along with amendments to the Nursing Regulations, have enabled the College to establish a new process which will broaden pathways to practice for national and international nurses.
        
        Our new approach was launched today, June 5th, 2023, and will result in an expedited pathway for applicants who have been educated in jurisdictions where the nursing education and regulatory framework align with that of Canada’s. The identified countries currently include: The United States, The United Kingdom, India, Philippines, Australia, New Zealand, and Ireland. *It is expected that additional countries will be added to the identified countries list as the jurisdictional analysis by the College continues.
        
        Working in collaboration with the Government of Newfoundland and Labrador, legislative amendments and operational reforms will aim to significantly expedite processing times and substantially reduce wait times for Canadian Nursing Applicants, Identified International Nursing Applicants (educated in one of the 7 countries listed), and General International Nursing Applicants.
        
        Changes for Canadian Nursing Applicants will reduce processing time from 2-6 weeks to 24-72 hours. The approximate time from application to a nurse practising will be reduced from 2-6 weeks, down to 24-72 hours.
        Changes for Identified International Nursing Applicants will reduce processing and wait times from 6 months to over a year to 5-7 days. The approximate time from the start of an application to a nurse practising will be reduced from over a year, down to 2-4 weeks.Changes for General International Nursing Applicants will reduce processing and wait times from over a year down to 5-7 days. The approximate time from the start of an application to a nurse practising is expected to be reduced from over a year, down to 6 months.

      On April 21, the Governor signed the Substitute Senate Bill (SSB) 5499 Multistate Nurse Licensure Compact as passed by the Washington state legislature.
              The Nurse Licensure Compact (NLC) increases access to care while maintaining public protection at the state level. Under the NLC, nurses with an active multistate license can practice in other NLC states/territories, without obtaining additional licenses. 
              
              This means that nurses who hold an active multistate license and reside outside of Washington state, will no longer need a separate Washington state nursing license. This is not yet in effect.

CHICAGO, IL – On April 1, 2023, NCSBN launched the Next Generation NCLEX (NGN) Examination, an enhancement of the world’s premier licensure exam. At the core of this enhanced exam is the External LinkNCSBN Clinical Judgment Measurement Model (NCJMM), which is a framework for the valid measurement of clinical judgment and decision making within the context of a standardized, high-stakes examination
      
      Entry into the practice of nursing is regulated by the licensing authorities within each of the NCSBN Member Board jurisdictions (state, commonwealth, territorial boards of nursing and certain Canadian provinces). To ensure public protection, each jurisdiction requires candidates for licensure to meet set requirements that include passing an examination that measures the competencies needed to perform safely and effectively as a newly licensed, entry-level nurse.
      
      Entry-level nurses are required to make increasingly complex decisions while delivering patient care. These decisions often require the use of clinical judgment to care for patients safely and effectively.
      
      Philip Dickison, PhD, RN, chief operating officer, NCSBN, notes, “Because clinical judgment underlies almost all of a nurse’s activities, it is of paramount importance to NCSBN. We need to be able to measure it effectively to safeguard public protection. We need to help ensure that when a regulatory body licenses a nurse to practice, they are safe to care for you and your loved ones.”
      
      More than a decade of research, investigation and analysis conducted by renowned nursing experts built the NCJMM and the NGN. Licenses Expiring 
      April 30, 2023 Registered Nurse.
Registered nurses (RNs) and nurse practitioners (NPs) in Alberta must hold a permit to practice. Nurses renew their yearly permits in the late summer or join the register through out the year. The fees collected from these permits is how the College of Registered Nurses of Alberta (CRNA) is funded. This supports the regulatory functions provided to Albertans.
      
      Starting Oct. 1, 2023, all first-time applicants to Alberta will pay the same fee of $225 (plus GST) for account creation and assessment. A small number of internationally educated nurses may need to pay for a second assessment ($225), depending on the complexity of their application. To further reduce assessment costs, there will no longer be a $100 return to practice fee ("late fee") nor a charge to join the non-practising class
      
      For an Oct. 1, 2023 - Sept. 30, 2024, permit, the cost will be $480 (plus GST), a dollar difference from last year. To obtain a permit, applicants must also sign up for Professional Liability Protection and Core Services from the Canadian Nurses Protective Society (CNPS). This fee will be the same.
Customer Service will be closed on Tuesday, April 4, 2023 from 8:30 am to 1:00 pm due to a corporate activity.

The NANB Board has approved rule changes that will expedite registration of Canadian registered nurses (RNs) in New Brunswick starting March 29, 2023. Similar to the process being implemented in Nova Scotia, RNs currently registered and licensed in another province or territory will have met the requirements of NANB’s counterparts in that jurisdiction and should therefore be able to safely be registered and licensed in New Brunswick.
      
      “NANB as the regulatory body for registered nurses and nurse practitioners in New Brunswick commits to support public safety by continuing due diligence in registering safe, and competent nurses,” says Julie Weir, President of the NANB Board of Directors. “With a strong sense of trust amongst regulators within Canada, we believe these rule changes will assist the health care system in addressing the current nurse shortage in our province.”
      
      Canadian RN applicants will still be required to provide government issued identification; however, registration verifications will remain the responsibility of NANB. Criminal record checks, currency of practice documents and application fee will be waived, while jurisprudence requirements will be suspended for these applicants.
      
      In addition to these rule changes, the NANB is working to prepare a plan that will be presented to government that will help expedite the registration and licensure of internationally educated registered nurses even more. This process will especially target countries where nurses are trained in either French or English with similar nursing education programs and scopes of practice.
      
      “Adapting registration requirements through rule changes is a short-term solution to recognizing a greater need of modernizing the existing Nurses Act in New Brunswick,” says Denise LeBlancKwaw, Chief Executive Officer of NANB. “The Nurses Act has not been updated in almost 40 years and the changes in the health care system that directly impact nursing is an example of the need to prioritize this project over the coming months in collaboration with stakeholders and the provincial government.”

The NM BON is in the process if transitioning to a new background processing company. After April 14, 2023, Gemalto will no longer accept hard copy fingerprint cards. Electronic submissions will be accepted through end of business April 28, 2023. After that, all open registrations will be cancelled and refunded. The College of Registered Nurses of Alberta (CRNA) is committed to removing barriers for internationally educated nurses (IENs) who wish to transfer to Alberta. On April 4, 2023, the CRNA is reducing barriers and giving applicants more options and quicker pathways to apply to become registered nurses. 
    
    Regulation needs to be different. There must be a balance between risks and regulatory processes. The current system has too many unnecessary barriers for internationally educated nurses to be recognized for their competencies and skills. They are valuable to Alberta's workforce, and the CRNA will acknowledge the work they have already done that has earned them their current registration. The new process design uses proactive, risk-based decisions and is informed by evidence. Entrance Exams to Demonstrate Competence The National Council Licensure Examination (NCLEX-RN) is an internationally recognized entrance exam that all recent Alberta graduates need to take to become a registered nurse. IEN applicants and recent graduates both prove they have the competence to practice nursing by passing the NCLEX-RN. International applicants will have choices and will no longer need a lengthy and costly credential assessment before they can write the NCLEX-RN. Applicants can now meet the competence requirement using a pass on the NCLEX-RN if they: Have registration in any global jurisdiction and have already passed the NCLEX-RN. Have registration in one of nine international jurisdictions and request to write the NCLEX-RN with the CRNA. The nursing jurisdictions are the Philippines, India, the United States, the United Kingdom, Australia, Nigeria, Jamaica, New Zealand and Ireland. These jurisdictions represent 94 per cent of IEN applicants from the last five years. Verify they have an equivalent education from any jurisdiction and request to write the NCLEX-RN with the CRNA.
    
    Precedent-Setting Improvements In addition, the assessment process for all other international applicants has been revised and standardized. The new process reduces timelines for assessment by helping applicants to understand what requirements they need to meet before they apply.
    
    Continuing to Lead the Way Regulation needs to change, and we recognize that many IENs already have the competencies necessary to provide ethical, safe and competent care in Alberta. One future pathway option will be the Nursing Community Assessment Service (NCAS), which partners with other jurisdictions and regulators.
    
    The CRNA will continue to make further announcements as changes are implemented. 
    
    Quick Facts 
    All applicants will still need to meet the registration requirements to obtain a permit, including currency of practice, good character, fitness to practise, jurisprudence and liability insurance. 
    There are 108 internationally educated nurses currently in the assessment process. 
    For IENs transferring their permit in the last five years, most applicants were educated in the Philippines (40 per cent) or India (37 per cent). 
    Alberta continues to see a year-over-year increase in the volume of IEN applications. However, this has not resulted in a longer wait time. In 2021, the wait time was decreased by 20 per cent, then further reduced by another 48 per cent in 2022. 
    Education verification options have increased and now align with the immigration process. 
    The CRNA is collaborating with the Government of Alberta, employers, and other regulators to support Alberta's Health Workforce Strategy. 
    In addition to improving pathways for IENs, other initiatives are underway or have been implemented to support former nurses who are returning to practice and recent grads.

CHICAGO – Today, NCSBN unveiled its research, titled “Examining the Impact of the COVID-19 Pandemic on Burnout & Stress Among U.S. Nurses,” in a panel titled “Nursing at the Crossroads: A Call to Action” in Washington, D.C. at the National Press Club at 9:30 am EST.
    For the first time, the research findings reveal how the nursing workforce was impacted by the pandemic and how many left the workforce in this period, and forecast how many nurses in the U.S. have an intent to leave the workforce. The research also examined the personal and professional characteristics of nurses experiencing heightened workplace burnout and stress due to the COVID-19 pandemic.
    The study is considered to be the most comprehensive and only research in existence, uncovering the alarming data points which have far reaching implications for the health care system at large and for patient populations. The research was gathered as part of a biennial nursing workforce study conducted by NCSBN and the National Forum of State Nursing Workforce Centers.
    
    Key findings include:
    Approximately 100,000 registered nurses (RNs) left the workforce during the COVID-19 pandemic in the past two years due to stress, burnout and retirements.
    Another 610,388 RNs reported an “intent to leave” the workforce by 2027 due to stress, burnout and retirement.
    188,962 additional RNs younger than 40 years old reported similar intentions.
    Altogether, about one-fifth of RNs nationally are projected to leave the health care workforce.
    62% of the sample reported an increase in their workload during the pandemic.
    A quarter to half of nurses reported feeling emotionally drained (50.8%), used up (56.4%), fatigued (49.7%), burned out (45.1%), or at the end of the rope (29.4%) “a few times a week” or “every day.”
    These issues were most pronounced with nurses with 10 or fewer years of experience, driving an overall 3.3% decline in the U.S. nursing workforce in the past two years.
    Licensed practical/vocational nurses, who generally work in long-term care settings caring for the most vulnerable populations, have seen their ranks decline by 33,811 since the beginning of the pandemic. This trend continues.
    Research also suggested that nurses’ workloads and unprecedented levels of burnout during the COVID-19 pandemic played key roles in accelerating these workforce trends and threatening the future of the U.S. nursing workforce, particularly for younger, less experienced RNs. Further, high levels of turnover were seen with the potential for even further declines in a post-pandemic nursing workplace as disruptions in prelicensure nursing programs have also raised concerns about the supply and clinical preparedness of new nurse graduates. Early career data for new entrants into the profession suggest decreased practice and assessment proficiency. Coupled with large declines among nursing support staff, NCSBN calls for significant action to foster a more resilient and safe U.S. nursing workforce moving forward.
    “The data is clear: the future of nursing and of the U.S. health care ecosystem is at an urgent crossroads,” said Maryann Alexander, PhD, RN, FAAN, NCSBN Chief Officer of Nursing Regulation. “The pandemic has stressed nurses to leave the workforce and has expedited an intent to leave in the near future, which will become a greater crisis and threaten patient populations if solutions are not enacted immediately. There is an urgent opportunity today for health care systems, policymakers, regulators and academic leaders to coalesce and enact solutions that will spur positive systemic evolution to address these challenges and maximize patient protection in care into the future.”
    The research findings and proposed solutions were presented in a panel discussion today at the National Press Club in Washington, D.C.

  CHICAGO – Gov. Jay Inslee signed the NLC into law on April 21, 2023, making Washington state the 40th jurisdiction to enact the NLC. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both their home territory/state and other NLC states. 
    
      Sen. Mark Mullet, the NLC bill sponsor, said, “Washington has critical and urgent needs for more nurses. We’ve got some of the highest pay of all the states in the nurse compact, so I expect many of the best nurses in the country will want to come to work here. The result will be better care for patients and moving away from temporary traveling nurses and towards hiring more full-time nurses in our local communities. It took a lot of work and negotiations to get this bill through the process, and this is going to be a great step forward.”
      
      Licensure requirements are aligned in NLC states, so all nurses applying for a multistate license are required to meet those same standards, including submission to a federal and state fingerprint-based criminal background check.
      
      Executive Director of Nursing Care Quality Assurance Commission Paula R. Meyer MSN, RN, FRE, notes, “The Nursing Care Quality Assurance Commission has supported the NLC for more than 25 years. The passage of the bill further protects the public through the coordination of all boards of nursing in the compact working together to protect the public. The public protection measures in the compact include FBI background checks on all nurses who receive a multistate license and sharing of significant investigative information.”
      
      Although the NLC has been enacted in Washington, an implementation process must be completed before its residents will be able to apply for a multistate license, and before nurses in other NLC states who hold a multistate license will be able to practice there. The implementation date has not been set.
      With the multistate license, nurses are able to provide telehealth nursing services to patients located in NLC states without having to obtain additional licenses. A multistate license facilitates cross-border practice for many types of nurses who routinely practice with patients in other states, including primary care nurses, case managers, transport nurses, school and hospice nurses and many others. Further, military spouses who experience moves every few years also benefit greatly from the multistate license.

New Jurisprudence Exam Launching this Summer  
        
      The College of Nurses of Ontario (CNO) protects the public through the promotion of safe nursing practice, including establishing province-wide registration requirements. Starting Monday, July 17, 2023, those applying for registration in the General or Extended class will have to pass a new Jurisprudence Exam.  
        
      The new exam, which was approved by Council on March 8, 2023, assesses applicants’ knowledge and understanding of the professional, legal and ethical accountabilities associated with providing safe nursing care in Ontario. It was created with evidence and collaboration with subject matter experts and consists of online learning modules and testing components designed to support learners. The exam will cover five chapters, focusing on: nursing regulation, scope of practice, professional responsibility and accountability, CNO Practice Standards, Quality Assurance and continuing competence. “Understanding how the law impacts nursing practice contributes to the delivery of safe, ethical nursing care. With an influx of applicants wanting to practice nursing in Ontario, it is especially important that nurses entering the profession are aware and understand how nursing practice is governed in Ontario,” says Naomi Thick, CNO Council President. “CNO’s new jurisprudence exam meets our mandate to protect the public by ensuring that applicants entering the profession are competent and safe to practice nursing in Ontario.  
        
      The Nursing Act, 1991 requires all applicants to successfully complete a nursing jurisprudence exam prior to receiving a certificate of registration. It is one of eight entry- to-practice requirements applicants must meet to become a nurse in Ontario. Current registrants are not required to take the exam unless they are applying to change their category or class. “Nurses are accountable to understand the laws that regulate the profession,” says Silvie Crawford, CNO Executive Director and Chief Executive Officer. “CNO’s Jurisprudence Exam prepares applicants for the environment in which they will be working, and ensures they are safe and competent to practice in Ontario.” The new Jurisprudence Exam takes effect on Monday, July 17, 2023. Steady growth in the number of Australian and overseas qualified nurses and midwives applying for registration is being further boosted by a range of measures the NMBA is introducing to get them work-ready sooner to ease the strain on the existing workforce.

      The Nursing and Midwifery Board of Australia (NMBA) is introducing a range of measures to support the growing demand for registration. The registration process for international graduates is being streamlined with a big jump in the number of Objective Structured Clinical Examinations (OSCE) places being offered and a second OSCE site to be available later this year. There is also a new program to better prepare international graduates for the OSCE exam. The NMBA is working to make it easier for nurses and midwives out of the professions who want to return including a quicker pathway for those out between 10- 15 years. Effective immediately, formerly registered nurses and midwives who have not practiced for 10-15 years can now be considered for provisional or general registration with conditions. Once assessed and if appropriate, these nurses and midwives may be given the opportunity to complete a six-month re-entry program instead of undergoing a university assessment, which could take over 12 months. The NMBA is also conducting a full review of the policy: Re-entry to practice for nurses and midwives to assess how it can be further simplified to support of a nurse or midwife’s return to practice. NMBA Board Chair, Adjunct Professor Veronica Casey said there was a need to have easier pathways to practice safely in Australia.  
        
      ’We acknowledge the immense stress and pressure our nurses and midwives are experiencing currently so the NMBA is taking steps to simplify the pathways to registration while maintaining a high standard of care for the public,’ Prof Casey said. More work is also underway to support internationally qualified nurses and midwives (IQNMs) to get registered in Australia sooner. The NMBA has boosted the number of Objective Structured Clinical Examinations (OSCEs) by almost 30% this year at Adelaide Health Simulation, eliminating exam wait times for overseas qualified nurses looking to get registered in Australia. The NMBA is also exploring the opportunity of a secondary OSCE location in 2023.  
        
      By the end of 2021/22, applications from overseas practitioners returned to pre-pandemic levels with 2,015 applications from internationally qualified nurses and midwives. International applications have continued to rise in the first few months of 2023, setting Australia on track to surpass the applications of the past two years. More than 2200 IQNM applicants have already applied for registration in Australia this financial year and almost 500 applicants recently sat the exam over a two week-period - the largest cohort at one time. The NMBA is also supporting the development of an accessible and affordable online Registered Nurse OSCE preparatory course that will provide critical information on the Australian healthcare context and support IQNMs through the examination process.  
        
      ‘There is no single measure we can take to address labour issues and we are working hard to support those who want to get registered as a nurse or midwife in Australia into the workforce quickly and safely,’ said Adjunct Professor Casey. The NMBA expects these changes will help more nurses and midwives get registered and ease the burden on the current 436,866 nurses and 7,357 midwives in Australia. This includes 17,849 new local graduates getting registered to join the workforce.

In early 2023, the College of Registered Nurses of Alberta (CRNA), in partnership with regulators will pilot a new registration process for internationally educated nurses (IENs) aimed at eliminating months – or even years – from the application journey.  
        
      In Alberta, the streamlined process will reduce barriers and delays through the following. Introducing More Options for Completing a Credential Evaluation If a nurse is educated outside of Canada, their education needs to be authenticated through a credential evaluation as part of the registration process.  
        
      In 2023, IENs can seek a credential evaluation from a growing list of agencies. National Nursing Assessment Service (NNAS) advisory reports will continue to be accepted but will not be required. Approved agencies will include:  
        
      The Canadian branch of World Education Service (WES) Comparative Education Service (CES) ICAS International Credential Assessment Service International Credential Evaluation Service (ICES) Credential reviews already completed for immigration purposes will be accepted once upgraded by the credentialing agency. More information on upgrading a credentialling report will be available in 2023.  
        
      An Updated Approach to Assessing English Language Proficiency An updated, evidence-based approach to English language assessment will include the use of updated language testing benchmarks and will allow applicants to provide alternate forms of evidence to demonstrate language proficiency.  
        
      One Stop for Assessments Right now, the CRNA needs to make assessments at different points in the application process involving different organizations, forms and fees. It’s complicated and can cause delays.  
        
      In the future, the Nursing Community Assessment Service (NCAS) will assess education, English language proficiency and nursing competency all before the CRNA assesses an application. Having the assessments completed at one time, by one organization, will simplify the process for applicants. Providing Pathways to Multiple Health Care Roles In Alberta, internationally educated applicants will be able to have their nursing skills measured against the competencies required for three professions – registered nurse, licensed practical nurse and health care aide – so they can enter the health-care workforce in the role that matches their current nursing competence sooner.

NLC Bill Introductions  
      As the 2023 legislative session begins in earnest, interest in the NLC has remained strong.  
      Currently, bill language enacting the NLC has been introduced in:  
        
      Hawaii, House Bill 667, House Bill 1264, and Senate Bill 670; Illinois, House Bill 1622 and Senate Bill 41; Minnesota, House Bill 1005; Nevada, Assembly Bill 108; New York, Assembly Bill 3991 and Senate Bill 1230; Oregon, House Bill 2408 and House Bill 2748; and Washington, House Bill 1417 and Senate Bill 5499.  
        
      In addition to these bill introductions, draft language has been filed in Massachusetts, House Draft 620, House Draft 1016, and Senate Draft 2113.  
        
      Beyond educational involvement in all the states where NLC legislation has been filed, NCSBN’s State Affairs office will continue to have significant involvement in advancing the NLC in Alaska, Massachusetts, Minnesota, Nevada and New York.  
        
      In Alaska, NLC efforts are being championed by the Alaska Hospital and Healthcare Association (AHHA), which has been instrumental in building a robust coalition of more than 75 supporters across the state.  
        
      Over the summer, the NLC was presented in Nevada’s Joint Interim Standing Committee on Commerce and Labor. The Assembly Committee on Commerce and Labor later filed a Bill Draft Request for the NLC, indicating intent to consider the bill in the upcoming 2023 session.

We’ve published a new policy to support forcibly displaced people to join our register safely.  
        
      The policy explains how we’ll work with eligible applicants to take account of alternative evidence that shows how they meet our standards when applying to join our register, when it is safe and reasonable to do so.  
        
      Why have we published this policy? Everyone joining our register must demonstrate they have the knowledge and skills to deliver the high standards of care that people have a right to expect – whether they were educated in the UK or internationally. We’ve made our processes as fair and proportionate as possible for the record numbers of international applicants to our register in recent years.  
        
      However, meeting our registration requirements can be difficult for those who have moved due to conflict, persecution, terrorism, human rights’ abuses, or violence. For example, the documents we ask for may have been lost or destroyed, or we can’t contact third parties to verify the information someone has sent us. In these circumstances, we may consider other types of evidence.  
        
      This needs to demonstrate the applicant has the skills and knowledge they need to deliver safe, effective and kind care for people. We’ll consider every application carefully and make decisions on a case-by-case basis.

The Kentucky Board of Nursing is in the process of implementing a new application system and is expected to go live March 20, 2023. Great news for Ohio. The Nurse Licensure Compact is implemented and operational as of January 1. Nurses who hold a multistate license from other compact states may now practice in Ohio.         While three primary pathways exist to becoming a registered nurse (RN) in the United States—diploma, associates, and bachelor’s degrees—new findings from the CGFNS Nurse Migration Report 2022 indicate an international shift toward baccalaureate nursing education as the preferred pathway into the nursing profession.  
          
        This new report from CGFNS International, Inc. seeks to fill existing gaps in data regarding the migration of health workers to the United States using the latest data from CGFNS’ VisaScreen® Service (VS) and Credentials Evaluation Service (CES) programs. The report includes notable findings from 2022 including the top sending countries of foreign-educated nurses in the U.S., the most common U.S. states in which they seek licensure, and current and future trends in health worker migration to the United States. Notably, the report found that the majority of nurses who migrated to the U.S. in 2022 were educated at a baccalaureate level, or higher. Four of the top sending countries of foreign-educated nurses (FENs) —The Philippines, Canada, Jamaica, and Korea—require baccalaureate nursing degrees as entry to practice, and nurses from these four countries made up nearly 75% of all VS applications in 2022. Not only does this highlight an elevated educational level of our foreign-educated nursing workforce, but it also suggests a global shift toward.  
          
        Baccalaureate Education as the preferred pathway into the nursing field—especially for those seeking to practice internationally.  
          
        Similar shifts have been seen in the United States as well, where over 65% of domestic-educated nurses have been educated at the baccalaureate level or higher. Similarly, new legislation in the state of New York now requires the completion of a BSN degree or higher to maintain licensure as a registered professional nurse. While other pathways into the nursing field still exist and are utilized by many, it is clear that the BSN degree is increasingly becoming the dominant and preferred route. These trends, seen both in the U.S. and globally, are worth monitoring as the demand for nurses—especially foreign-educated nurses—continues to rise in coming years.

NNAS reports continue to be accepted by all provincial regulators who are members of NNAS. In 2022 alone, NNAS issued almost 12,000 Advisory Reports, most within eight weeks of NNAS receiving all documentation. In preparation for their effective date of April 1, 2023, the 2023 NCLEX-RN and NCLEX-PN test plans are now available. The 2023 NCLEX test plans include specific information related to content examples, new exam administration principles, exam scoring and stopping rules, item writing tips, detailed information related to clinical judgment, NCLEX terminology, and references to new sample items and the new NCLEX tutorial.  
          
        The NCSBN Board of Directors voted in December 2022 to uphold the current passing standards for the NCLEX-RN and NCLEX-PN Examinations. For the NCLEX-RN, the passing standard will remain at the current level of 0.00 logits. For the NCLEX-PN, the passing standard will remain at the current level of -0.18 logits.         What is the Test Plan?  
          
        Candidates are encouraged to review the NCLEX test plans before their exam appointment. The test plans contain in-depth information regarding exam content, exam administration, item writing tips and the inclusion of clinical judgment. The test plans are updated every three years to reflect fair, comprehensive, current, entry-level nursing competency measurement.

If you submit your reinstatement application on or before 1/30/2023 there is no late renewal penalty fee. Reinstatement applications submitted on or after 1/31/2023 are subject to an additional $100.00 late renewal penalty fee. PHILADELPHIA—CGFNS International launches its inaugural report on nurse and healthcare migration to the United States. Derived from this year’s VisaScreen® Service (VS) and Credentials Evaluation Services (CES) program data, the CGFNS Nurse Migration Report 2022: Trends in Healthcare Migration to the United States complements preexisting information on the U.S. nursing and healthcare workforce, including those internationally educated, and identifies new opportunities for future studies and collaborations. The report’s key 2022 findings include: CGFNS received over 17,000 VS applications from 116 countries, a 44% increase from 2021 and 109% increase from 2018 Health workers from the Philippines comprised 60% of all VS applications The top U.S. States where nurse migrants sought licensure were Texas, Illinois, Florida, Montana, and Maryland More than 80% of VS applicants were registered nurses, the majority of which held baccalaureate nursing degrees, or higher Permanent employment-based green cards (70%) were the preferred visa for applicants as compared to other temporary work visas such as TN (17%) or H1-B (11%) Amid a rising nursing shortage in the U.S. and around the world, quality data on our healthcare workforce is crucial for understanding the current landscape, building a sustainable workforce, and implementing evidence-based policies at local, national, and international levels. It’s time to renew your CNO membership for 2023. You must renew your membership with CNO for the upcoming year (2023) by current year’s end (Saturday, Dec. 31, 2022). This involves: completing the Annual Membership Renewal (AMR) form, which includes questions about your employment status, areas of practice and education paying an annual fee  
          
        You can renew and pay your fees online by logging in to Maintain Your Membership with your email address and password. Unless you have changed it, your password is the same one you used last year.  
          
        The deadline to renew without paying additional late fees is 11:59 p.m. on Saturday, Dec. 31, 2022.  
          
        There are no fee increases for 2023 membership renewal; fees haven't increased since 2019. The 2023 renewal fee for members in the General and Extended Classes is $270 (with HST, the total is $305.10). The renewal fee for members in the Non-Practising Class is $50 ($56.50 with HST).  
          
        Renewing your membership and paying a fee contributes to the regulation of your profession. All nurses have the opportunity to actively participate in the regulation of their profession. You can provide feedback about changes to by-laws, regulations and standards of practices. You can join CNO’s Council (which is the board of directors), sit on our committees (be involved in the day-to-day work of CNO) or join one of our reference groups to provide regular feedback about important work. It also funds CNO’s work supporting our health care system, like modernizing the way we assess applicants, running programs such as the Supervised Practice Experience Partnership, making updates to Temporary Class registration and registering record numbers of new nurses.

The NMC register of nurses, midwives and nursing associates has grown to a record level of 771,445 – an increase of 13,144 (1.7 percent) between April and September. 11,496 internationally educated professionals joined the register in the six months to September, almost matching 12,102 UK trained joiners. Most were educated in India, the Philippines and Nigeria. With more international professionals joining the register, and with UK joiners becoming more ethnically diverse, the profile of the NMC register is changing. The NMC is calling on employers to deliver tailored support to integrate new professionals into their teams. The NMC is also urging employers and agencies in the NHS and the private sector to recruit ethically, in line with DHSC’s code of practice. The number of nurses, midwives and nursing associates on the NMC register has grown by nearly two percent to a record 771,445. This growth is being driven in large part by the number of internationally educated joiners, which continues to rise at a much faster rate than UK joiners  
          
        A total of 11,496 international professionals joined the NMC register for the first time between April and September. That’s 4.9 percent more than in the same period last year (10,961) and nearly four times more than in the six months to September 2018 (3,208).  
          
        Meanwhile, the number of UK educated professionals joining the register remains slightly higher, at 12,102 between April and September. However, this is a drop compared to the same period in 2021 (13,002) and represents only a 9 percent increase compared to the six months to September 2018 (11,103). Of these UK joiners, 23.6 percent are from Black, Asian and minority ethnic backgrounds, compared to 18.9 percent in the six months to September 2018.  
          
        With more international professionals joining the register, and with UK joiners becoming more ethnically diverse, the ethnic profile of the NMC register is changing. The overall proportion of registered nurses, midwives and nursing associates from Black, Asian and minority ethnic backgrounds is now 26 percent – that’s 1.3 percent higher than in April this year, and 7 percent higher than in 2018. An NMC research programme called Ambitious for Change has found that nursing and midwifery professionals have different experiences of the regulator's processes depending on their protected characteristics. Most of the professionals the NMC spoke to for its research said they felt one or more of their diversity characteristics played a part in their referral from their employer. They also said an ‘insider/outsider’ culture left them feeling unsupported.  
          
        The changing profile of the register and the findings of the NMC's research mean it is even more important for employers to be sensitive to the needs of different groups and provide appropriate, tailored support to help them succeed.

        Our register shows the number of professionals eligible to practise. Not everyone on our permanent register will currently be working. The nursing associate role was introduced in 2019 in England only. It bridges the gap between registered nurses, and health and care assistants. The number of additional nurses, midwives and nursing associates on the register won’t add up to the total increase of 13,144 exactly. This is because a fourth registration type, ‘dual registrants’ (people registered as both a nurse and midwife) has fallen by 89. The number of joiners, leavers and total people registered won’t add up exactly. That’s because the joiners’ data only includes people joining the register for the first time. It doesn’t include people who re-joined after a break from practising. *The NMC is not responsible for recruitment. The Department of Health and Social Care has a Code of practice for the international recruitment of health and social care personnel in England. The Code prohibits active recruitment from ‘red list’ countries designated by the World Health Organisation. The Code does not prevent individual health workers from ‘red list’ countries from seeking employment independently, but employers should not be actively recruiting from those countries. Our permanent register changes every day and can vary considerably from the start of the month to the end of the month. Therefore, our data only offers a snapshot in time. This report gives a snapshot of our register on 30 September 2022.

The College of Registered Nurses of Alberta (CRNA) is committed to reducing barriers for internationally educated nurses (IENs) to practise nursing. IENs represent ten per cent of the nurses with permits to practice in Alberta. As a regulator, our role is to serve the public interest. We adapt to, and anticipate change, to serve Albertans best. In the past five years (2018 to 2022), there has been a 429 per cent increase in the number of applications from IENs. From January to November, there was a 59 per cent increase in applications from 2021.  
          
        An increase in applications did not equal an increase in wait times. The CRNA has been working hard to streamline our processes, and we have been decreasing the average wait time for applicants. From 2020 to 2021, we decreased the wait time for assessment by 20 per cent. We further decreased wait times in 2022 by another 48 per cent and we are on track to continue this trend.  
          
        We want to make it easy for nurses to choose Alberta. Ninety-four per cent of IEN applicants have a pathway to practice in our province. We work to ensure applicants receive a fair assessment, and recent updates to our processes have resulted in individuals receiving a permit quicker.  
          
        This year, the Philippines was the top educator of applicants from outside of Canada, accounting for 40 per cent. India was second, with 37 per cent of applicants obtaining their education there. Other top countries included Australia and the United States.

The 2023 Annual Registration Renewal continues, and to date over 25,000 nurses and midwives have completed the process.  
          
        The renewal window will remain open until Tuesday, 14 February 2023; however, we encourage registrants to login and renew as soon as possible to avoid any delays in processing during peak hours.  
          
        All nurses or midwives practising in Ireland are required by law to have their name on the Register of Nurses and Midwives which is maintained by NMBI and each year it is necessary to pay the annual renewal fee to maintain their registration.  
          
        Please note that student nurses and midwives are not required to renew.  
          
        The annual renewal process must be completed through our online portal, MyNMBI. Renewing your registration is easy and should only take a few minutes to complete. You can pay online using your own debit or credit card or if you are using a card issued to another person, please ensure that you have authorisation to do so. Under new EU requirements, the card provider or bank will request authentication with Strong Customer Authentication (SCA) to complete the payment. Please note that we no longer accept renewal payments by phone.  
          
        There is an annual fee of €100 for renewing your registration. This fee goes towards our work to support nurses and midwives to provide patient care to the highest standards. This work includes: Maintaining the Register of Nurses and Midwives and the Candidate Register for students, Developing standards and guidance for nurses and midwives, Assessing and approving education programmes for the professions, and Investigating complaints made against registrants.

2023 Continuing Competence Program Audit NSCN's Continuing Competence Program Audit will return in February 2023 The CCP is a regulatory program and quality assurance mechanism to guide nurses in facilitating their continuing competence. Every nurses in Nova Scotia is required to complete the CCP requirements as part of their annual licensure, regardless of their employment status. The CCP provides a level of assurance to the public that nurses are continuously meeting their professional practice standards, which helps contribute to our mandate of public protection.  
          
        As part of the CCP all nurses are required to complete a self-assessment, develop a professional growth plan, reflect on their plan and participate in the audit process if selected.  
          
        NSNC will notify all registrants on Monday, February 13, 2023 if they have been selected to participate in the audit process. Those randomly selected nurses will have 60 days to submit a copy of their completed professional growth plan to NSNC. Rescources and tools will be available to help you meet these CCP requirements.  
          
        New Regulatory Information System Coming Soon Our September newsletter informed your that a new regulatory system will be implemented early in 2023. This new system will provide registrants with an efficient, eay-to-use portal that will be available through the NSNC website. This new state-of-the-art portal will allow individuals to complete their annual registration renewal, request documents from NSNC such as verification of registration and support other regulatory needs.  
          
        In effort to create a portal that is efficient, user friendly and simply for our registrants, we want to make you aware of one of the changes that will be coming in early 2023:  
          
        Email Address Requirements for login: Registrants will be required to log on to the new system using their email address that they provide to NSNC as part of their registration and renewal. This differs from the current process of logging on to the current registrants portal by using a registration number.

On January 1, 2023, Ohio will officially implement the Nurse Licensure Compact (NLC). If a nurse holds an Ohio single state license, to obtain an Ohio multistate license, start in January 1, 2023, he/she will complete the "Multistate Conversion" application on the Ohio Board of Nursing (BON) website. That means that the current Ohio single state license held by the nurse will be converted to an Ohio multistate license, if eligibility requirements are met. If a nurse does not already hold an Ohio license, to obtain an Ohio multistate license, starting January 1, 2023, he/she will complete the "Reciprocity" (also known as endorsement) application on the Ohio BON website. He/she will be issued an Ohio multistate license, if eligibility requirements are met. When nurses hold a multistate license in their primary state of residence, they do not need to hold any single state licenses in any other NLC states, which is a cost savings for nurses.

This black-out is part of the transition to LicensE, the department’s new self-guided, online platform that is replacing paper-based applications for occupational licenses..  
        
      The department will accept no new initial applications for the 72 license types from 12 p.m. on April 29 through 11:59 p.m. on May 15. The black-out period is a critical step to ensuring the successful launch of this new system.  
        
      Applications received after 12 p.m. on April 29 will not be processed. Paper applications postmarked after this date will be returned to applicants. Current applications awaiting decisions will be evaluated in the order they were received.  
        
      LicensE will launch on May 16, and all initial applicants for the 72 license types will be able to use the new platform. Other licenses (initial applications and renewals) will transition to LicensE in subsequent phases. Renewals are not included in the blackout, and any license types in active renewal during the blackout window can renew during their entire renewal period. Governor Ducey Ended COVID-19 Declaration of Emergency  
        
      Apr 04, 2022 Effective March 30, 2022, the Arizona Governor’s office ended the state’s COVID-19 Declaration of Emergency. The emergency declaration in part allowed healthcare licensing boards to issue emergency licenses to practice during the pandemic for eligible populations. Because of the ending of the emergency declaration, we will no longer be accepting emergency waiver licenses nor limited licenses for vaccinators.  
        
      *All limited licenses for ‌vaccinators expired effective March 30, 2022. *Emergency nurse waivers which were active between March 1, 2022 and the termination of the emergency declaration on March 30, 2022 do not expire until January 3, 2023. Eligible nurses can continue to practice on the waiver license through that date.  
        
      A nurse’s waiver or license status can be verified using the QuickConfirm option at Nursys.com, Arizona’s primary source of verification for RN, LPN, and APRN credential status. If a nurse who holds a temporary emergency waiver license by endorsement is within the population eligible for the extension and plans to continue to practice in Arizona beyond January 3, 2023, they must apply for permanent licensure by endorsement by October 15, 2022.  
        
      If a nurse who holds an emergency waiver license issued upon a previously expired or inactive permanent Arizona RN or LPN license is within the population eligible for the extension and plans to continue to practice in Arizona beyond January 3, 2023, they must apply for and meet renewal requirements for permanent licensure.

The Department of Safety and Professional Services is announcing a two-week blackout period for initial license applications for 72 license types. This black-out is part of the transition to LicensE, the department’s new self-guided, online platform that is replacing paper-based applications for occupational licenses.  
        
      The department will accept no new initial applications for the 72 license types from 12 p.m. on April 29 through 11:59 p.m. on May 15. The black-out period is a critical step to ensuring the successful launch of this new system.  
        
      Applications received after 12 p.m. on April 29 will not be processed. Paper applications postmarked after this date will be returned to applicants. Current applications awaiting decisions will be evaluated in the order they were received.  
        
      LicensE will launch on May 16, and all initial applicants for the 72 license types will be able to use the new platform. BCI has informed applicants and the Board that there are delays in BCI processing criminal records checks (CRCs) due to changes in their IT system. BCI and their vendor are working to resolve the issues, but at this time they cannot provide a date when their system will be operating at normal capacity. Please note that BCI sends the Board an electronic CRC result that only indicates whether the applicant has any criminal offenses or not. If there is any offense(s), BCI then sends the Board a CRC report, and the report usually takes more time to be received. Ohio Governor Mike DeWine recently spoke with Attorney General Dave Yost who agreed that, moving forward, the Bureau of Criminal Investigation would prioritize required background checks for school bus drivers, educators, nurses, and other health care professionals.

The Nursing and Midwifery Board of Ireland (NMBI) has this week begun the process of issuing email reminder notices to nurses and midwives who wish to renew their registration for 2022.  
        
      The annual renewal process began on 25 October. To date more than 13,500 registrants have taken the opportunity to renew their registration online using the MyNMBI portal. NMBI no longer offers renewals/payments by phone. Recent data shows registrants have been able to complete the online process in an average of seven minutes.  
        
      Registrants have until 31 January 2022 to renew registration, but you are being encouraged to do so as soon as possible as processing during peak periods in December and January may take longer.

CHICAGO – Gov. Albert Bryan Jr. signed the NLC into law on Dec. 6, 2021, making the U.S Virgin Islands the second territory and the 39th jurisdiction to enact the NLC. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both their home territory/state and other NLC states. Virgin Islands Board of Nurse Licensure Chairperson Tanicia Penn, MSN, RN, commented, “Understanding the complexities and challenges with retaining nurses in the Virgin Islands, we believe that this new and exciting opportunity will positively impact our community, our nursing practice and the health care institutions.” Although the NLC has been enacted in the Virgin Islands, an implementation process must be completed before its residents will be able to apply for a multistate license and before nurses in other NLC states who hold a multistate license will be able to practice there. The implementation date has not been set. Full implementation may take anywhere from six months to one year. Once an implementation date is determined, it will be posted on the Virgin Islands Board of Nurse Licensure website. Currently nurses in the Virgin Islands cannot obtain a multistate license until implementation is completed. Likewise, nurses in other NLC states with a multistate license may not practice in the Virgin Islands until implementation is complete.

During this last Legislative session, Assembly Bill 327 passed and will become effective January 1, 2022. All licensee holders (RNs, LPNs, APRNs, CRNAs) must complete one or more courses of instruction that provide at least 2 hours of continuing education (CEs/CEUs) relating to cultural competency, diversity, equity, and inclusion. This is to be completed with EVERY renewal cycle. While CNAs are not mandated to complete this instruction, we do encourage you to do so. Any nurse who submits a renewal application on or after January 1, 2022, will be required to attest that they have completed this requirement to be eligible for license renewal.

      As you may be aware, on December 4, 2021, a security incident involving the Maryland Department of Health's (MDH) information technology (IT) systems was discovered. Out of an abundance of caution, MDH servers have been taken offline. There is no evidence at this time that any date was compromised. As a result, the Maryland Board of Nursing is not able to access or use of its IT systems and therefore cannot process renewal applications at this time.  
        
      Please be advised, however, that pursuant to section 10-226(b) of the State Government Article, Annotated Code of Maryland, your license or certificate will remain active so long as you submitted an application for renewal to the Board at least two calendar weeks before the end of the 30-day grace period following the expiration date of your license or certificate. For example, the license of licensee with an expiration date of November 28, 2021 has a 30-day grace period that ends on December 28, 2021. The licensee's license will remain active by operation of law so long as the licensee submitted a renewal application to the Board by December 12, 2021, which is two calendar weeks before the end of the licensee's 30-day grace period.  
        
      This stay of expiration will continue until the network security incident is resolved and the Board is able to review and process your renewal application.  
        
      After the network security incident is resolved, the Board will begin processing renewal applications in the order they were received. If, at that time, your application reflects that you meet minimum qualifications of renewal, then your license or certificate will b renewed and listed as active on the Board's website.  
        
      Please note that, if by operation of law, your license or certificate remains active until your renewal applications is processed by the Board, your license or certificate may nevertheless be listed on the Board's website as nonrenewed. This is because to Board's IT systems automatically change the status of a license or certificate to nonrenewed if it is not renewed before the end of the 30-day grace period. Due to the network security incident, the Board is unable to change or update the status of any license or certificate at this time.  
        
      Finally, please be advised that your license or certificate will not remain active if you fail to submit a renewal application to the Board at least two calendar weeks before the end of the 30-day grace period following the expiration date of your license or certificate. As always, and especially under these circumstances, all licensees and certificate holders are encouraged to submit their renewal applications to the Board before the scheduled expiration date of their license or certificate.  
        
      You are also encouraged to keep a record of the date that you submit(ted) your renewal application, so that you and your employer will have documentation to demonstrate whether you've met the requirements for your license or certificate to remain active under section 10-226(b) of the State Government Article, Annotated Code of Maryland.

Thanks to Senate Bill 39, which passed during the 2021 Legislative Session, the deadline for nurses and nursing assistants to renew their licenses or certificates on their birthdays will move from 12:00 am to 11:59 pm, effective January 1, 2022. This means that instead of renewing your license or certificate the day before your birthday, you will be able to renew on your actual birthday. Most licensees won't even notice the change, but it should help hundreds of last-minute licensees avoid late fees. Check our License Verification system in 2022 to see your new license expiration date.

A random audit by license number was conducted after the 2021 renewal period. A total of approximately 1,800+ nurses were randomly selected and mailed a letter to the address on record. Also, we have posted a list of those nurses randomly selected for the 2021 renewal audit on the Board’s website at cca.hawaii.gov/pvl/boards/nursing under Continuing Competency Information. This 2021 renewal audit list will be updated periodically to include status of compliance with the continuing competency renewal requirement. If you check your license status online, you will see that your status is now “CM” – Current, Valid & in Good Standing/Maint. Requirement Due, you may still practice under this status as this means that you were selected for the continuing competency audit. Your status will return to “C” – Current, Valid & in Good Standing once you have been deemed to have satisfied the continuing competency requirement. If you received the audit letter, please return it with documentation of your compliance with the continuing competency requirement. If you do not receive the audit letter but see your name on the list, you are still required to comply with the requirement and submit proof of completion of one of the learning activities, i.e. continuing education (“CE”), etc. or documentation if you meet one of the exemptions. APRNs with prescriptive authority are being audited for thirty (30) hours of CE, of which at least eight (8) hours must be in pharmacology. Please be advised that you must also submit proof of your current national certification as well. If you hold both a current LPN and RN license, you may complete one (1) learning activity option. If you hold both an RN and APRN license you need only complete the 30 hours of CE for the APRN prescriptive authority because your national certification qualifies for an exemption for your RN license. Although you have sixty (60) days upon receipt of notification, we are extending the deadline to submit documentation to show compliance with the continuing competency requirement to December 31, 2021. Any mailed in submissions must be postmarked by that date or you will be considered non-compliant with the continuing competency requirement and your Hawaii nurse license may be disciplined. The Nursing and Midwifery Board of Ireland (NMBI) has this week begun the process of issuing email reminder notices to nurses and midwives who wish to renew their registration for 2022.  
        
      The annual renewal process began on 25 October. To date more than 13,500 registrants have taken the opportunity to renew their registration online using the MyNMBI portal. NMBI no longer offers renewals/payments by phone. Recent data shows registrants have been able to complete the online process in an average of seven minutes.  
        
      Registrants have until 31 January 2022 to renew registration, but you are being encouraged to do so as soon as possible as processing during peak periods in December and January may take longer.

      Lapse of License - A license that is not renewed before 4:30 p.m. on October 31 will lapse at midnight on that date. Working on a lapsed license is a violation of Kentucky Nursing Law and subjects the individual to disciplinary action. If an application is received before midnight on October 31 and an individual answers “No” to the disciplinary and conviction questions, a license MAY be renewed by the next business day. If your license has not been renewed before midnight, Eastern Time, October 31, your license will lapse. You cannot practice as a nurse in Kentucky if your license has lapsed. Thus, it is highly recommended that you apply for renewal early in the renewal period to ensure that your license is renewed and does not lapse.  
        
      Nurse Licensure Compact & Kentucky License Renewal - If your primary state of residence (PSOR) is another compact state, you will not be able to renew your Kentucky RN or LPN license. You will have to obtain licensure in the state where you legally reside. Your primary state of residence is “the state of a person’s declared fixed permanent and principal home for legal purposes; domicile.” The only exceptions to this are if you ONLY practice in a military or federal facility or if you do not qualify for a multistate license.  
        
      Failure to Renew - If you fail to renew by midnight, Eastern Time, October 31, or you fail to submit all requirements for renewal, you will be required to reinstate your license. Before a license will be reinstated, the applicant for reinstatement must:

      Please note that due to the current delays, and to assist applicants who have been impacted, NMBI has decided to accept English language test results for applications that were submitted on or before 31/8/21 and had valid minimum scores at the time of application. This means that if an applicant had a valid test score at the time they submitted their application for recognition to NMBI and those test results have expired while they have been waiting for a decision letter, these results will still be accepted by NMBI when the applicant reaches the point of registration. Find out about the changes The Nursing and Midwifery Council (NMC) has today announced that it has awarded contracts to five partners to deliver the Objective Structured Clinical Examination (OSCE) part of the Test of Competence (ToC) from February 2022 onwards. The ToC enables professionals trained overseas and those returning to practice after significant time away to demonstrate that they have the skills and knowledge to care for people safely and effectively. In addition to renewing contracts with current OSCE test sites – Oxford Brookes University, the University of Northampton and Ulster University – the NMC has awarded contracts to Leeds Teaching Hospitals NHS Trust and Northumbria University. This follows a competitive and open bidding process across all four countries of the UK. Candidates will be able to book their tests from December, and further information on how to do this will be shared at that time.

The Nursing and Midwifery Board of Ireland is currently dealing with a high volume of applications for registration from overseas applicants. This is resulting in delays, for which we apologise.  
        
      Due to these delays, and to assist applicants who have been impacted, NMBI has decided to accept all valid English language test results which were obtained prior to 31 August 2021 and were valid at the point of application for recognition, even those which have since expired.  
        
      This means that if an applicant had a valid test score at the time they submitted their application for recognition to NMBI and those test results have expired while they have been waiting for a decision letter, these results will still be accepted by NMBI when the applicant reaches the point of registration.  
        
      This applies to all those who submitted their applications via the old paper process, prior to 28 September 2020, as well as those who applied for recognition using MyNMBI between 28 September 2020 and 31 August 2021.  
        
      All prospective applicants should note that the current requirement is that they must provide evidence of English language competency at the point of applying for registration, rather than when they begin the NMBI process and apply for recognition.

NNAS is currently experiencing a high volume of applications which have become ready for review within a short time period. This may be causing delays for some applicants. While NNAS’ goal is to issue 95% of Advisory Reports within 12 weeks of the last document being received, we anticipate a small number of applicants may find it will take a bit longer for their Advisory Report to be issued. That said, we are anticipating that this situation will be relatively short-lived.  
        
      The Assessment Team has put in place strategies that are effectively managing the situation. NNAS is closely monitoring the timelines to ensure that as many Advisory Reports are issued with the 12-week goal as possible.  
        
      If your application is exceeding the 12 week timeframe, we suggest that you monitor the status of your application in NNAS’ applicant portal on a regular basis.  
        
      NNAS has extended the expiry date until December 20, 2021 for all applications that were to expire on or before December 20, 2021. NNAS continues to monitor the situation and will be responding to changing circumstances as new information emerges. Applicants whose applications expire after December 20, 2021 will not be affected by this change.  
        
      NNAS is currently experiencing delays in the mail room. This may take up to two weeks for documents to be uploaded into your applicant portal. This delay will not impact the time it takes to review your application as the date entered will reflect the date the documents were received.

Pursuant to the authority in O.C.G.A. T. 43, Ch. 26 and consistent with the Governor’s Executive Order for a State of Emergency for Continued COVID-19 Economic Recovery, the Georgia Board of Nursing authorizes staff to review applications for temporary permits and to issue temporary permits to licensed practical nurses, registered nurses and advanced practice registered nurses who have an active, unencumbered license in any other U.S. jurisdiction who are entering into the state to respond to the declared emergency. An unencumbered license means a license that is not currently on probation, monitoring, suspension, and/or does not have any other type of limitation including current participation in an alternative to discipline program. Additionally, Georgia is a member of the Nurse Licensure Compact (NLC). We’re pleased to announce that from today the first candidates will begin taking the NMC’s new Test of Competence (ToC). The test enables professionals trained outside the UK and those returning to practice to demonstrate they have the right skills and knowledge to join the NMC’s register. Changes to the ToC will see the Computer Based Test (CBT) split into two parts covering numeracy and nursing or midwifery theory. The Objective Structured Clinical Examination (OSCE) will assess additional skills as well as the candidate’s values and behaviours, and evidence-based practice.  
        
      The new test reflects our world-class future nurse and future midwife education standards that set out what nursing and midwifery professionals need to know, understand and be able to do when they join our register. It will ensure that no matter where in the world professionals are trained, people receiving care can be assured that they’ll receive the same high standard of care.

CHICAGO – Gov. Mike DeWine signed the NLC into law in the state of Ohio on July 1, 2021. Ohio is the 38th jurisdiction to have enacted the NLC. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both the primary state of residence and other NLC jurisdictions.  
        
      Bill sponsor, Sen. Kristina Roegner said, “There is potentially no greater incentive for nurses to move to the Buckeye State than interstate compacts that expand the flexibility and value of their professional licenses. With the governor's signature, nurses can have confidence that there is opportunity in Ohio that they may not be able to find in other states."  
        
      The NLC will be implemented in Ohio on Jan 1, 2023. Starting on this date, Ohio residents will be able to apply for a multistate license and nurses residing in other states who hold a multistate license will be able to begin practicing in Ohio.  
        
      Licensure requirements are uniform across NLC states, so nurses who are issued a multistate license have met the same requirements, which include a federal and state criminal background check.  
        
      The NLC also enables nurses to provide telehealth nursing services to patients located in other NLC jurisdictions without having to obtain additional licenses. In the event of a disaster, nurses from compact states can easily respond to supply vital services. Additionally, many nurses, including primary care nurses, case managers, transport nurses, school and hospice nurses, among many others, needs to routinely cross state boundaries to provide the public with access to nursing services, and a multistate license facilitates this process.

Executive Order 20-64 (Extending certain executive orders relating to the Covid-19 pandemic) expired on January 26, 2021. If your Kansas nursing license had a normal expiration date of March 31, 2020 through July 31, 2021 and you have NOT renewed it yet, you need to renew it by August 28, 2021. Any nursing licenses that have the normal expiration dates of March 31, 2020 through July 31, 2021 and have not been renewed have an expiration date of August 28, 2021 because of the expiration extension due to the Executive Order. Any of these licenses that are NOT renewed by August 28, 2021 will lapse at11:59 pm on August 28, 2021. A nurse with a lapsed Kansas nursing license cannot work until the license is reinstated.

On July 1, 2021, Gov. Tom Wolf signed SB 115 into law, which will begin the process of adding Pennsylvania to the Nurse License Compact (NLC). The NLC allows registered nurses (RNs) and licensed practical nurses (LPNs) to have one multistate license, with the ability to practice in person or via telehealth, in both the primary state of residence and other NLC jurisdictions. Now that the NLC has been enacted, the next step is for the legislation to be implemented. Pennsylvania residents will not be able to apply for a multistate license, and nurses in other NLC states who hold a multistate license will not be able to practice in Pennsylvania, until after the implementation process has been completed. That process takes many months. An implementation date will be posted on the Board's website once it is determined.

Effective Monday, June 14, 2021, the District of Columbia Department of Health, Health Regulation and Licensing Administration (HRLA) will no longer accept paper applications for a health professional license. Any application received after this date will be returned to the applicant, along with any attached payment. Any healthcare provider applying for a new health professional license, or to renew1, reinstate, or reactivate an existing license, must do so by going to the below link and submitting an online application. All users are strongly encouraged to review the instructions prior to beginning the process. The way information is submitted within the application is how your certificate of registration will read. The applicant will receive the license via the email address provided at registration. All applicants must complete every section of the application and submit all required supporting documents. Failure to provide relevant information will delay the application processing time. You must upload your documents during the application process. For Non-SSN Applicants\ Non-SSN Applicants will have to submit a Notarized Affidavit along with the application. The applicant has to provide SSN within 90 days to the board. Applicants may not be able to renew their license until they have provided valid Social Security Number to the board. For the renewal, the applicant will need to first register in the new licensure system. The Child Support and Welfare Reform Compliance Act of 2000, Act 13-559, requires that the Department of Health now collect and maintain Social Security Numbers for all licensees. The agency is aware that temporary nursing permits issued under the COVID-19 state of emergency have been improperly lapsed. The state of emergency was scheduled to end on May 30, 2021. On May 28, 2021, Governor Kemp signed an executive order extending the state of emergency to June 29, 2021. Unfortunately, due to the late notice of the renewal of the state of emergency and the Memorial Day holiday closures, the notice to extend the permit dates was not received by NURSYS in time to prevent the automated lapse within the system. We regret any inconvenience this has caused Georgia nurses and nurse employers and would like to clarify that in the eyes of the State, nurses that held a temporary permit issued due to the state of emergency, which was incorrectly lapsed due to the late renewal of the executive order, are still permitted to work within the state while the permits are put back in place within the system. Ohio will lift its health orders on June 2, 2021, but the Governor’s declared State of Emergency in Ohio is not expected to be terminated on that date. When both Ohio and the federal government declare the emergency over, then the ORC 4723.32(G)(7) exemption will no longer be applicable. For the duration of the state or federal declaration of emergency, the Ohio Board of Nursing will continue to recognize ORC Section 4723.32(G)(7) as in effect for purposes of authorizing nurses who hold an active, valid license in another state to practice in Ohio without an Ohio nursing license for the duration of any declared disaster of this type for the duration of the current COVID-19 declared emergency. CHICAGO – Gov. Phil Scott signed the NLC into law in the state of Vermont on June 7, 2021. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both the primary state of residence and other NLC jurisdictions.  
        
      Vermont is the 36th jurisdiction to have enacted the NLC. The NLC will be implemented in Vermont on Feb. 1, 2022. Starting on this date, Vermont residents will be able to apply for a multistate license and nurses residing in other states who hold a multistate license will be able to begin practicing in Vermont. “

As part of the response efforts to the Novel Coronavirus 2019 (COVID- 19), State Surgeon General Dr. Scott A. Rivkees issued Emergency Order 21-001 extending the licensure renewal expiration date until June 30, 2021 for any professional license issued by the Department with upcoming licensure renewal deadlines.  
        
      (1) The license expiration date for Autonomous Advanced Practice Registered Nurses expiring April 30, 2021 is extended to June 30, 2021.  
      (2) The license expiration date for Advanced Practice Registered Nurses expiring April 30, 2021 is extended to June 30, 2021.

Gov. Lourdes "Lou" Leon Guerrero signed the NLC into law on March 5, 2021, making Guam the first U.S. territory to enact the NLC. The compact allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to have one multistate license, with the ability to practice in person or via telehealth, in both their home territory/state and other NLC states. There are currently 35 states that have enacted the NLC.  
        
      Guam’s entry into the NLC will enable nurses holding an active, unencumbered multistate license to practice in Guam to assist with the nursing shortage. Residents of Guam will not be able to obtain a multistate license until the NLC is fully implemented in 2022.
The governor has issued an order modifying the previous order regarding the extension of licenses, permits, and certifications. According to this new order, the temporary extension of licenses, permits, and certifications as a result of the COVID-19 pandemic will now end on June 30, 2021.  
        
      All licenses and certificate holders who have not yet renewed their licenses or certificates based on the previous executive order should do so at their earliest convenience and, at a minimum, at least 30 days before June 30, 2021 deadline, so that there is sufficient time to process the renewals.
The Kansas State Board of Nursing announced the Nurse License Renewal Schedule from March 31, 2021 to August 31, 2021.

Starting March 2, 2021, the Board of Registered Nursing (BRN) will be upgrading to a new phone system for the BRN Main Line. Please be patient as these upgrades may cause increased wait times, and as a result call volumes may increase. Upon completion of this phase of the project, the BRN main phone system will have many enhancements and key features that will improve the experience for the end user.
To continue to practice nursing, a nurse is required to renew his/her license before April 1 in the year in which their license expires. Nurses who renew their licenses before April 2 (by April 1) deadline may continue to practice nursing while awaiting the issuance of a new license by the Board.  
        
      If a licensee does not renew the license on or before May 1, the licensee shall pay an additional fee for late renewal but may continue to work until his/her license expires or licensed is renewed.  
        
      If a nurse fails to renew before August 1 of the year the license expires, the nurse shall not practice nursing after August 1 until the Board issues a renewal license. An administrative penalty is issued if a nurse works on an expired license.

RN license renewals ended on 2/28/2021. If you did not renew, you are now required to reinstate your RN license. If you submit your reinstatement application on or before April 29, 2021 there is no late fee penalty.  
        
      LPN license renewals ended on September 30, 2020. If you did not renew, you are now required to reinstate your LPN license. If you submit your reinstatement application on or before November 30, 2020 there is no late fee penalty.

February 2021

Registrants have just six days left to complete their 2021 annual renewal, with this Sunday’s deadline (28 February) fast approaching.

Due to the inclement weather in Central Texas, the TX BON is experiencing power outages which impedes our ability to answer phone lines and emails. As power is restored, the Board will attempt to answer as many calls and emails as possible.

RN and APRN renewals for licensure in Alaska will end on February 28, 2021. Failure to renew prior to this date will require reinstatement of your license.  
        
      It is illegal to work as an RN or ARPN after 2/28/2021 if your license has not been renewed.

      The Washington Board of Nursing announced the following:
On February 15, 2021, between 7:00 a.m. and 5:00 p.m., the ABN servers will undergo scheduled maintenance. ABN online applications may not be accessible during this time. The Board apologizes for any inconvenience and promises to have the system back up as soon as possible.
The Kansas State Board of Nursing announced the Nurse License Renewal Schedule from December 31, 2020 to May 31, 2021.
